Regulatory Affairs
Karen Freund is the Deputy Administrator of Regulatory Affairs and is responsible for the licensing and regulation of alcohol and tobacco. Karen participates in senior level management decisions regarding policy formation, laws and rules governing alcohol and tobacco, and personnel matters. Karen has served at the Iowa Alcoholic Beverages Division since 1979. Throughout her career with the ABD, she has worked in Data Processing, as secretary to the Store Operations Manager, head of Inventory Management and Lead Worker in Licensing and Regulation.
Karen assumed her current position in 2010. Since 2003, she has represented Iowa on the Licensing and Regulatory Committee with the National Alcohol Beverage Control Association. Her awards include the Golden Dome Award for Leader of the Year in 2004, and Team of the Year for Licensing and Regulation in 2005. Heather Schaffer is a Compliance Officer for the Division. She provides recommendations to ensure compliance with state and federal laws and rules based upon review and analysis of relevant information and facts. Heather writes position papers and other material for use in administrative proceedings. In addition, she is assisting in the implementation of a compliance bureau within the ABD.
Heather is a graduate from the University of Northern Iowa with a B.S. in Criminology and minor in General Business. She has served the citizens of Iowa through her prior employment with the City of Ankeny as a police officer for 6 years and as a Compliance Officer with the Iowa Attorney General’s Office for 4 years. Jeremy Kuhlman is a Field Auditor and Investigator for the ABD. His primary responsibilities include performing investigations statewide and providing education to licensees to ensure compliance with Iowa’s alcohol laws. Along with assisting with the implementation of the compliance bureau at the ABD, Jeremy also coordinates with local, state, and federal law enforcement agencies to strengthen partnerships by providing assistance and training with alcohol compliance.
Jeremy began his work with the Division in June of 2006, as a Warehouse Operations Worker and was promoted to the Regulatory Compliance Bureau in 2010. Previous to his employment with the ABD, Jeremy attended Southwestern Community College where he received an Associate Arts Degree. He also enrolled at Concordia University studying Kinesiology with a minor in Sports Management. He played on both colleges’ baseball teams. Katie Mlynarczyk is a Licensing Clerk Specialist for the licensing section of the Regulatory Affairs bureau. She issues licenses to in-state and out-of-state license and permit applicants by working closely with applicants, local authorities and enforcement agencies. The licensing clerks also assist licensees with regulatory tasks and keep applicants informed of applicable laws and regulations.

Jessica Punelli is a Licensing Clerk Specialist for the licensing section of the Regulatory Affairs bureau. Her primary responsibility is as a support staff member under the FDA State Tobacco Contract. She also is responsible for entering new and renewal tobacco permits into the State’s Tobacco Enforcement database.

Regulation
Annie Adamovicz is an Administrative Assistant 2 in the Regulatory Affairs Bureau. She began work with the Division as a Purchasing Assistant in Products and has also been a Licensing Clerk Specialist. Annie reviews investigation reports from law enforcement agencies, prepares administrative hearing complaints and orders, and negotiates settlements. She also coordinates contested case and appeal hearing dockets, schedules hearings and writes notices of hearings. Annie prepares witness and duces tecum subpoenas and dismissal orders when appropriate.

Tobacco
Steve Brown is an Investigator for the Tobacco Enforcement Section of the Iowa Alcoholic Beverages Division. Steve’s primary responsibility is to contact city, county or state public safety agencies located in the south central and southwest area of Iowa, and establish a contractual partnership between these agencies and the Division to enforce Iowa’s tobacco laws. With these agreements, public safety personnel conduct compliance checks of licensed tobacco retailers and receive compensation from the Division.

Bill Missman is an Investigator with the Tobacco Enforcement Section of the Iowa Alcoholic Beverages Division. Bill’s prime responsibility is to make contact with city, county and state Department of Public Safety agencies located in west central and southwest Iowa, and establish a contractual partnership between these agencies and the Division to enforce Iowa’s tobacco laws. Contracting agencies conduct compliance checks of licensed tobacco retailers and receive compensation from the Division.

Steve Nemmers is an Investigator for the Tobacco Enforcement Section of the Iowa Alcoholic Beverages Division. Steve’s primary responsibility is to establish and maintain a contractual relationship between the Division and city, county and state public safety agencies located in northeast Iowa to enforce Iowa's tobacco laws. The agreemants allow public safety personnel to conduct compliance checks of licensed tobacco retailers and receive compensation from the Division.
Steve trains enforcement agencies and tobacco licensees and monitors compliance check results. Before joining the Division's Tobacco Enforcement Section, Steve worked for the Detective Bureau of the Waterloo Police Department.
