Tobacco Enforcement

Tonya Dusold
Tonya Dusold is an Information Specialist in her first year with the Iowa Alcoholic Beverages Division. Tonya works with the local and state media to relay information regarding Division operations to the public. Tonya also helps write and design Iowa ABD publications and helps maintain and enhance the Division's Web site.

Tonya received a Bachelor of Arts degree in Journalism from Iowa State University with an emphasis in visual communications as well as a Bachelor of Art in Anthropology. Tonya can be reached via e-mail at Dusold@IowaABD.com or by phone at 515.281.7420.
           
Tammy Essink
Tammy Essink is the receptionist for the Iowa Alcoholic Beverage Division. Tammy started as a temp in July of 2007. She was hired on full time in January of 2008. Tammy spends most of her time doing order entry, but she also answers the phones and does the mailings. She is in charge of the e-news and updates tobacco permits as well as sending out education materials.

Bill Missman
Bill Missman is an Investigator with the Tobacco Enforcement Section of the Iowa Alcoholic Beverages Division. Bill’s prime responsibility is to make contact with city, county and state Department of Public Safety agencies located in west central and southwest Iowa, and establish a contractual partnership between these agencies and the Division to enforce Iowa’s tobacco laws. Contracting agencies conduct compliance checks of licensed tobacco retailers and receive compensation from the Division.

Bill received his undergraduate degree in business administration from Drake University. Before joining the Division, Bill was a special agent for the Iowa Narcotics Enforcement Division. He can be reached via email at Missman@IowaABD.com or by telephone at 515.314.3654.
           
Steve Henson
Steve Henson is an Investigator for the Tobacco Enforcement Section of the Iowa Alcoholic Beverages Division. Steve’s principal responsibility is to make contact with city, county and state law enforcement agencies located in east central and southeast Iowa, and establish a contractual partnership between these agencies and the Division to enforce Iowa’s tobacco laws. Through these contracts, public safety personnel conduct compliance checks of licensed tobacco retailers and in return receive compensation from the Division.

Steve received his degree in law enforcement from Central Missouri State University and is an adjunct instructor for the Criminal Justice Program at Eastern Iowa Community College. Prior to coming to the Division, Steve was a special agent for the Iowa Division of Criminal Investigation. Steve Nemmers
Steve Nemmers is an Investigator for the Tobacco Enforcement Section of the Iowa Alcoholic Beverages Division. Steve's primary responsibility is to establish and maintain a contractual relationship between the Division and city, county and state public safety agencies located in northeast Iowa to enforce Iowa's tobacco laws. The agreements allow public safety personnel to conduct compliance checks of licensed tobacco retailers and receive compensation from the Division.

Steve trains enforcement agencies and tobacco licensees and monitors compliance check results. Before joining the Division's Tobacco Enforcement Section, Steve worked for the Detective Bureau of the Waterloo Police Department. Steve Brown
Steve Brown is an Investigator for the Tobacco Enforcement Section of the Iowa Alcoholic Beverages Division. Steve’s primary responsibility is to contact city, county or state public safety agencies located in the south central and southwest area of Iowa, and establish a contractual partnership between these agencies and the Division to enforce Iowa’s tobacco laws. With these agreements, public safety personnel conduct compliance checks of licensed tobacco retailers and receive compensation from the Division.

Steve provides training for enforcement agencies and tobacco licensees and monitors compliance check results. Prior to his employment with the Division, Steve was a deputy with the Taylor County Sheriff’s Office. Steve can be reached via email at Brown@IowaABD.com or by phone at 515.314.3655.
