Frequently Asked Questions

Q: I cannot get the page to open. My browser sends me the error message “Error 404 page not found.” Is the Web page down?
A: Iowa ABD’s Web page is most likely working. Make sure that you have typed in the correct URL or Web address in your browser window. Notice that there is not a period at the end of the address. Typing a period at the end of the URL changes the Web site your browser is looking for!

Q: I keep getting an error message that reads “javascript error….” What is wrong with my computer?
A: Check to see that you are using Microsoft Explorer as your Web browser. Iowa ABD’s tobacco enforcement site is only compatible with Microsoft Explorer; it will not work if you are using Netscape Navigator. If you do not have a copy of Microsoft Explorer (most computers come loaded with it), you can download it for free at www.microsoft.com It is very easy!

Q: I tried to log into ABD’s Web site and the system told me that my credentials are invalid. What do I need to do?
A: This error is most often seen when the password is typed incorrectly. As the assigned passwords are tricky to type (and thus more secure against hackers), it is easy to miss a keystroke. Try it again carefully and make sure that you have capital and small letters in the appropriate places, as the passwords and user IDs are case sensitive.

Q: Your system told me that my password had expired. Help!!
A: As a security concern, passwords have been set to expire from time to time, forcing the Division to issue you a new user ID and/or password. If you call ABD at 866.IOWAABD, the Division can usually get you up and running right away. Note that passwords expire as the term of your department’s 28E Agreement with Iowa ABD comes to a close.

Q: I do not see all of my retailers on my list. How can I add a retailer to my list? How can I delete a retailer from my list?
A: As new tobacco retailers open for business and retailers stop selling tobacco products, you will periodically need to change your retailer list. For data integrity’s sake, we ask that you fax or mail the Division a copy of the new retailer’s cigarette permit so records may be updated accordingly. Copies of the cigarette permits are obtainable from your city clerk or county auditor. When our records are updated, you will see the appropriate update information on your retailer listing screen.

Q: I completed a compliance check on an establishment that was no longer in business; can I submit this check for reimbursement?
A: Unfortunately, Iowa ABD can only reimburse departments for checks on establishments that are currently in business. The Division asks, however, that you fill out a written compliance check form and circle the “out of business” choice in the box that reads “If Unable to Complete the Compliance Check”.

Q: I completed a compliance check on an establishment that has a current cigarette permit but does not currently sell tobacco. Can I submit this check for payment? Can I submit a check that was not completed due to unsatisfactory conditions for payment?
A: Iowa ABD will reimburse you for these compliance checks, however, you must circle the appropriate reason in the “If Unable to Complete the Compliance Check” box and mail/fax the paper copy to Iowa ABD.

Q: I accidentally made a data entry error. I cannot edit the form, how can I fix it?
A: Since the compliance check report submitted via the Internet acts as an invoice billing Iowa ABD for the compliance check, you are not able to alter the report once it is submitted. However, the correction may be fixed by calling the Division toll-free at 866.IOWAABD or e-mailing IAPledge@IowaABD.com It is important that you alert the Division to this error immediately, as Badboy and Attaboy letters are generated from the reports your department submits, alerting local retailers how they did on the recent compliance check.

Q: Who is the permit-issuing authority?
A: This refers to the licensing entity that issues cigarette permits in your jurisdiction. Usually, if inside a city’s limits, the city issues cigarette permits. If in an unincorporated area, the county issues the permits.
